Hong Kong is poised to seize fresh opportunities under China’s upcoming 15th Five-Year Plan (2026–30), which aims to drive the nation’s economic, technological, and innovative advancement while creating new momentum for the city’s growth, Chief Executive John Lee Ka-chiu said on Monday.
Lee stressed that Hong Kong must fully study and implement the key principles set out at the fourth plenary session of the 20th Communist Party of China Central Committee to strengthen its role in national development and move steadily from stability to prosperity.
He noted that Hong Kong, amid significant shifts in its development landscape and growing uncertainties, must continue to capitalise on its unique strengths as a region that benefits from strong national backing and exceptional global connectivity under the “one country, two systems” framework.
Doing so, he said, is essential to ensuring the city’s long-term economic and social prosperity and stability, China Daily reports.
Furthermore, Lee underscored that studying and putting into practice the core principles of the session is a vital political responsibility for Hong Kong. He said the city is currently at a pivotal stage, moving forward in its transition from stability to prosperity.
According to a communiqué issued on Thursday at the conclusion of the session, participants reviewed and approved the ‘Recommendations of the CPC Central Committee for Formulating the 15th Five-Year Plan for Economic and Social Development.’
In addition, Lee said the adopted recommendations provide a comprehensive summary of the major accomplishments achieved during the 14th Five-Year Plan period (2021–25) and assess the new challenges and requirements the nation will encounter during the 15th Five-Year Plan period (2026–30).
He said the document outlines high-level designs and strategic planning for the next five years, serving as a scientific roadmap for advancing Chinese-style modernisation and opening a new chapter in national development.
Lee highlighted that during the 14th Five-Year Plan period, the Hong Kong Special Administrative Region reached several key milestones.
These included strengthening its role as a global centre for finance, aviation, and innovation; positioning itself as a hub for international legal and dispute resolution services in the Asia-Pacific region; and enhancing its status as an East-meets-West centre for international cultural exchange.
Moreover, the 15th Five-Year Plan is set to advance the nation’s economic, technological, innovative, and creative capabilities, thereby opening up new development opportunities for Hong Kong’s economy.
